What is the CICA Scheme?
The Criminal Injuries Compensation Authority (CICA) is a government-funded organisation that provides financial compensation to innocent victims of violent crime in England, Scotland, and Wales. The scheme recognises the impact of injuries caused by criminal acts, including physical assaults, sexual offences, and even psychological trauma.
Compensation is determined based on a fixed tariff of awards depending on the type and severity of the injury. Additional compensation may also be available for lost earnings or special expenses arising from the injury.

Am I Eligible for a CICA Claim?
To be eligible to claim under the CICA scheme, certain criteria must be met:
- Crime Reporting: The incident must have been reported to the police as soon as reasonably possible. This usually mean 72 hours however there is discretion for the late reporting of matters relating to sexual assault and the like where the trauma has prevented the applicant from acting earlier
- Innocent Victim: You must not have contributed to the crime, either by provoking the incident or engaging in criminal activity yourself.
- Time Limit: Applications must be submitted within two years of the date of the incident. If the assault was to a minor the two years only starts to run when they turn 18 years of age. In exceptional circumstances, this limit may be extended if you can show there were valid reasons for the delay.
- Residency: Generally, applicants must be ordinarily resident in the UK or an EU/EEA national at the time of the incident.

The scheme also covers injuries arising from incidents such as terrorism or human trafficking, and close relatives of victims who have died as a result of a violent crime may also claim compensation.
In addition to the above secondary victims are eligible for compensation in specific circumstances, provided they meet the scheme’s strict criteria. Secondary victims are individuals who suffer mental or emotional trauma as a result of witnessing or being closely connected to a violent crime affecting a primary victim.
